What ways could my brother-in-law immigrate to Canada. Looking for advice.

I'm currently in the process of sponsoring my wife to Canada (she is from the Ukraine). She has a twin brother I was wondering if I could bring him over here someday.

He has education as a carpenter (mostly working on furniture). He has worked at a carpenting furniture shop. He also unsuccessfully tried to open his own store. He was forced to leave his job, and now works Express Post and as a taxi driver.

He's currently 23 years old and married, and he has adopted his nephew (his younger half-sister's son) but he doesn't have legal paperwork for it yet.

He only knows Russian (I heard Trudeau has changed the policy of only bringing in people who speak english).

With that know, what are some ways you believe he can immigrate to Canada? Thank you

I feel sorry for him. He works 16 hours a day (sometimes 7 days a week), is trying to raise a child, his wife doesn't treat him well, and he eats very little.

No chance unless he speaks English. As a carpenter if he has papers and at least a couple of years work experience, he would be able to apply for his immigration if you can get him a job offer but he must speak English. The best thing you can do is to support him financially in order for him to have the time to learn English. Of course he must want to as well.

You will already have a hard time getting him a job offer and it will be 100 times harder if he does not speak English. Who will hire him if he can not communicate with his crew members? It is a possibility that he could come on a work permit without English though. If you can get that job offer and LMIA for him.

Maybe they will change the rules in the future, who knows. So far they haven't though and I have only heard ideas about cutting the requirements for citizenship, not for PR applications.

No, that is for citizenship not immigration. It is being contemplated, probably to bolster their votes in the ethnic communities.
