My tuition for year 1 is 22,000 cad however I received a scholarship making it 5,000 cad. Should I write 22,000 or 5,000 ??? Because then they ask "Funds available for your stay" so writing 22,000 will make my funds available for stay look insufficient.
Also should I write the tuition just for year 1 or all 4 years?

What tuition fees are mentioned on the Letter of Admission ? You should put that amount on your application.
You just have to provide the tuition fees and your financial ressources for one year : tuition+ min10.000 CAD for one year living costs.
The scholarship is part of your available fees for your stay. Don't forget to include a proof of your scholarship when you apply.
