What to type for "provide a detailed explanation of your reasons for not applying (for a passport)" in RTD application?

I'm filling out my application for RTD and it is asking why I haven't applied for a passport from my country of origin. I know I can't and it is against the refugee law. However, I'm not quite sure what to type as a reason without raising eyebrows.

Just answer it honestly and it’s almost certainly the most common answer…

If you are referring to question 5, just right "I am Refugee from .........(Country)
