Recently my friend J received a rejected result of hearing interview of IRB
J want to finish the appeal by himself as he don't pay for a lawyer
Does he just fill the appeal form, provide some new evidence, and write a letter as a refute the decision?
J also have a idea that he want to apply for asylum in the USA, could he apply for asylum in the USA?
Is it difficult for him because if The third safe country agreement between the USA and Canada?
J just apply for asylum in Canada

You cannot appeal to the Federal Court on your own. If you want to appeal the decision, you must hire a lawyer and work through that lawyer on your case.
Applying for asylum in the USA really isn't an option due to the Safe Third Country Agreement.
He would apply for the appeal for the Refugee Appeal Division of the IRB

1. Actually you can apply for leave and then represent yourself in the Federal Court. Almost impossible, though it can be done.

Assume you mean he has used legal aid. He should check with legal aid because due to limited resources they may not represent him during his appeal. He can represent himself if he wants.

After he received a rejected decision , his ex-lawyer told him that legal aid finished
After that the ex-lawyer gave J a telephone number, she asked J to make a call for the appeal
Actually the new lawyer for appeal belong to a private lawyer. The charge of appeal is 1500 dollars
J could not afford the fees, so he decided to do the appeal for RAD by himself
