I am willing to claim refugee with my family. Me, wife and a baby has 3 months old and he has a medical report that he has certain heart disease . We will pick a tourist visa from Saudi Arabia to Canada. Also will try to get USA visa and Shenghen visa. The question is What are our options if we got rejected ?
Is there possibility to be sent to home country or we can use US visa or Shenghen ?
You can't apply for H&C while you have a pending refugee claim or are under appeal. H&C also has a low chance of approval and based on the information you've provided, it's unlikely you'd succeed.
You can certain apply to immigrate once you are back in your home country (e.g. EE).
The study permit most likely won't be possible after you are refused as a refugee. Same with a work permit and TRV.

You didn't tell me how many appeals I can do ?!
For H&C I meant if all appeals failed can I apply for it ? There is danger on us in our country and we can prove that by official international reports and by videos and personal situations. Also my baby suffers from heart disease called Pink Fallout .
You can't apply for H&C if you have a refusal under the refugee process within the last 12 months. So if you go the refugee route, assume H&C won't be possible.

Yes I have read that, but also I read that there are exceptions such as having children under 18 suffering health condition and maybe effected by returning back to home country !

An economic refugee is someone whose primary reason for moving to Canada is to improve their economic situation (e.g. better jobs, better housing, better social services). When CIC decides someone is an economic refugee, they almost always refuse them since they don't meet the criteria of the refugee program. Rather than applying as refugees, economic refugees should be applying for PR through one of the economic immigration streams like FSW/Express Entry.
Note that you will have to prove that you yourself and/or your family have either already been affected by one of these things or there is a specific threat you will be. If these are just general concerns, this won't make a strong refugee case. Hopefully you have strong proof. Good luck.
