What is the minimum validity period a COPR can be issued with after which applicants are asked to (redo medicals / medical auto. extended / renew passport)?
For example can it be issued with only 1-3 months validity only?

We have seen cases where it has already expired by the time the applicant received it. That was sorted out by the visa office I believe. However as little as a couple of weeks is quite possible. If that happens, get on the first available flight to Canada and do a "soft landing". Use it, or lose it.

Expiry date of the passport or date from one year of the medical whichever comes earlier.
