What is the minimum income requirement for some who live in Toronto and need to sponsor spouse? CIC not specified it just say you must meet minimum income requirement.
There is no minimum income requirement for spousal sponsorship. They will simply check to see that the sponsor has NOT been on welfare for the past year, and as some put it "look to see that you're NOT likely to go on it in the future ie. have a plan to support sponsored family".
Independently of what's the minimum or if there's a minimum, you have to seriously ask yourself if you have the income to sponsor somebody for 3 years.
So what if you have taken welfare in the last year but arnt now? I had to go on for 6mths in 2012, but also claimed 12,000 for the 6 mths i was working......

You claimed welfare and worked at the same time? Or do you mean you claimed welfare and then found work? Or do you mean Employment Insurance (EI)? It really depends on A) what it was (EI, Maternity etc, is okay) and B) Why you got it. I would include paystubs along with your option C to show that you are now working.

It's OK. The sponsor cannot be on welfare when they submit the application or during processing. If you get a job the day before submitting the application, the visa officer may have questions, but by the time they start processing the application you would presumably have more proof of your income to give them, if needed.
If the sponsor was on welfare before sponsoring, but is off it now, again, I would just expect that the visa officer may have some doubts about the ability to sponsor. But you counteract that by showing your continuing income (if any) and by submitting a detailed plan about how you and the applicant will support yourselves once the PR visa is received.
