What is the minimum IELTS score required for PNP/AINP ?

Can I be exempted for IELTS if I submit my proof of my education and work experience in English language ?
 
If you are not from an english speaking country, CIC will most likely ask for the IELTS results
 
You mean country of citizenship or country where you reside?

What if English is the second langauge there?
