What is the difference between Letter Of Explanation and Study Plan?

While I was applying for a Canadian study permit, I found out they ask for a letter of explanation and a study plan.
I have always thought they were the same thing...

Now, the question is where do I upload my sop? And what is the difference between Letter of Explanation and Study Plan?

Both are same , just write a good LOE .
And explain everything in detail .
