Hi All,
My wife has a nephew living in Chile who is 25 and works in IT but he wants to immigrate to Canada. The issue is we want to sponsor him but all the info we’ve seen says we can’t because his parents are alive. He has less than a year of work experience to apply for a work Visa plus he doesn’t have any contacts here for a job offer. He is young and unmarried so we’re not sure what process to use and the government phone line won’t take calls about this. What can we do????

Your wife can’t sponsor him. He must immigrate based on his own merit. He can look at studying in Canada but he will need to show his own funds, career/education progression, ties to home country etc.
Does he have a degree? If so, if he gets a job offer then he can file a work permit under the Chile-Canada FTA.

Yes, he has a degree in IT but the Immigration info I’ve read says he needs at least two years work experience to apply to the express entry program. I don’t understand why we can’t sponsor a family member, this seems stupid as it would show legitimate reasons to want to come to Canada.

It is not stupid. This would open up hundreds of thousands of people wanting to sponsor family members. You can only sponsor your parents and dependant siblings. He has to immigrate on his own merits that show legitimate reasons to come to Canada with the right skills, education, language and age.

As others have said, he cannot be sponsored through family class. He is too old and not a qualifying relative.
One option you can consider is to have him come to Canada on a study permit to complete a Master's in Canada or a post graduate work permit (assuming he already has a bachelor degree). You'll want to make sure the program he takes in Canada is at least 2 years in length. This will give him an advantage as it relates to applying for PR on his own and will also give him a 3 year open work permit after he completes his studes. He will need to be prepared to pay international student fees if he goes this route.

I know this first hand as I worked in the education field before and many new PR’s who came into Canada used our OSAP system to pay for Post Secondary education and once graduated go back home and leave us holding the bill.

It will not change the system. FYI - those PRs are highly skilled and invited through the Express Entry system and showed money to come to Canada. If came as students, paid tens of thousands of dollars for a Canadian education, worked, paid taxes and then applied for PR. So your nephew will have to come through two ways - PR/Express Entry or study in Canada (work and hope for PR).

ONLY way your wife can sponsor her nephew is if you died and her parents and her grandparents all passed away and she has no children of her own, then she can sponsor him as "other relative" via a program nicknamed "Lonley Canadian".
I don't think that's what you want to hear.
In IRCC term, family members are spouse and children.

You used to be able to sponsor more family members and in many cases there was one family member who was educated and had good English/French language skills who then sponsored many other family members with limited skills and little English and French. That is one of the reasons why you can’t sponsor siblings, cousins, etc. Depending on how skilled your nephew is and what kind of work experience he has he may be able to get a job offer to work in Canada. With only one year of work experience that may not be possible.
