In the e-APR, in the statutory questions section, there is a question that states:
"... have you been refused refugee status, or an immigrant or permanent resident visa ..."
Is the "permanent resident visa" the same as PR travel document that is needed by outland permanent residents to enter Canada (see - http://www.cic.gc.ca/english/information/travel-document/) ?
No - not the same thing. PR visa is what you are given to land and become a PR for the first time. Travel document allows you to return to Canada after you are already a PR.
