It is actually counter foil which is if given a PR a paper attachment for your passport.

Don't mean to jump on another persons post but just curious is that basically the visa?? I've seen this mentioned in my notes as well

It's like the paper the visa was on before printing

It just means that you are not visa-exempt.

he got PPR a few months ago but when he sent his passport and got it back it was blank without visa. On inquiring from CIC they replied that we sent PPR by mistake and now he see this counter thingy in his GMCS notes.
