Hello Should I redo the IELTS test and receive a lower score than my first test. Would I be allowed to use my first (old) score for express entry or would I have to use my new scores? In other words, is it the most recent results that is used or you can use the highest scores even if it is old but valid?

Nothing will happen. You can take the rest any number of time and use the any result as long as they were within 2 years of your test.
Highest, even if old and valid will serve the purpose well.
