My question is if a student is rejected visa at the border and is sent back to their country do universities have to refund tuition fees back to the student? I am asking because i saw in a universities refund policy that tuition fees will be refunded less a 500 dollar fee if visa is rejected but nowhere they have mentioned anything about denied entry to canada.

Same rules should apply as refused study permit when it comes to refunds. It's very unlikely you would be denied entry or not issued a study permit if you have approval before landing. That said, if new information is uncovered at landing and processing, it could happen.
