Inadmissibility with a 5-years' ban could be given if the applicant commits some misrepresentation or submits forged documents. Most commonly, we have seen such bans for not declaring previous visa refusals or for making false statements. Was this the case here?

It is a long and expensive process to appeal the decision. And, is almost guaranteed to fail.
Was the applicant issued a Procedural Fairness letter? She certainly would have been issued this letter before a final decision was taken to ban her. What were the grounds/reasons for that Procedural Fairness letter?
As has been said above, if you are sure they have not been refused a visa (any visa at all) and have all the correct paperwork (all genuine), then you must order their notes to find out the real reason. But usually a ban is not taken lightly by the CIC, so are you absolutely sure they have never in their life been refused any visa or were any statements or documents untrue that were issued in the application? As if there were falsehoods...even if they were mistakes, you are wasting your money at trying to appeal it.
