what does acknowledgement letter mean

hey every one i applied paper base application on 20 july at delhi..i received acknowledgement letter on 23 july...next acknowledgement letter on 14 august...i want to ask does acknowledgent letter mean that they have opened my file and start reviewing from 23 july as i got first ack. letter on 23 july

No. Acknowledgement only means they have received your file.

But cic website says they only send acknowledgement letter to clients when they have opened their files..

I dont think it is the case. I received 1st acknowledgement on 27th July for 24th July application. I linked my account online and could see nothing happening on my file.
For me eligibility review started yesterday. I didnt get any email or letter when review started.
