What b/ground checks exactly mean, verifications only or file review also

Seniors,

(After IN PROCESS), what constitutes background checks/what do background checks exactly mean?

Do they include reviewing our file also once again, in addition to verifying our case file (telephonically, through site visits, investigations, etc.) OR they only mean verifying our file through the means quoted? Please clarify!
