What are the requirements for federal skilled worker category applying from within Canada?

Hi all
What are the requirements for federal skilled worker category applying from within Canada? I am confused from a ton of information in and around the IRCC websites.
I would like to know about requirements about work experience, proof of funds, and important rules.
I am an international student on a one year course in Toronto. i will have a one year pgwp too. Please help a bit.

Eligibility to apply as a Federal Skilled Worker (Express Entry)
This program is for skilled workers with foreign work experience who want to immigrate to Canada permanently.

Proof of funds
You must show that you have enough money for you and your family to settle in Canada, unless you:

• are currently able to legally work in Canada
• have a valid job offer from an employer in Canada

What confuses me is this. when i am on my pgwp period am i able to legally work in canada ?
If yes, then i don't have to show proof of funds?

Please explain what do IRCC mean by valid job offer ?

In general it means the offer is approved by the government and not just any mock offer to seek immigration check below requirements
