what are the requirement for an individual to come back here after deportation?

Can an individual who was granted an immigrant paper but was deported in his/her origin country due to mischievousness but now in good standing to where he is staying since he was sent home, be back here in Canada? Said individual has a family here in Canada. He was still single when he went home or deported, but now he is married with two sons, age 5-1/2 yrs. n 1-1/2 yrs. old. He did attended some vocational course in order to find job but had difficulty to find a permanent job. It's almost 8 years now since he went home, and he remember that he was advised by his Legal Aide then, that he can always come back here after 5 years. In this regard, what are the proper processing in order to return here in Canada?
