You land in Vancouver, they will ask your status, you show your COPR and inform this is your first landing (arrival), they'll send you to secondary and ask questions, complete the form, border agents will sign and date and have you sign as well. They may offer you an opportunity to apply for SIN at airport, it is more convenient to do there. You'll need mailing address regardless.

That's pretty much it. Get your bags and go to your connecting flight. Warning, this may take a few hours (much of it waiting), best if you have a connecting flight after 3-4 hours. Check with your airline.

Note, if you will be sending unaccompanied goods (shipped personal effects) you'll need to see customs officers after picking up your bags.

Also note, I haven't addressed covid stuff - don't know about that right now in detail.
