Upon submission of EE application we can include payment for RFPR fee to 'avoid delays'. Does anybody know how long is this delay? Can Visa Officer make a negative judgement about my finances if RFPR paid later?
 
The delay is insignificant. I paid ahead but the recommendation nowadays is to pay later. The wait for PPR is long and its a good thing to get an RFPR request later since it can be implied when you get the fee request that you passed eligibility. It gives you a sense of relief during the long wait.
 
There is zero negative impact. All the visa officer is concerned about is that you have the POF amount in your account.

You mean vice versa, right? Because when I log in to my CIC account it says otherwise - pay both application fee and RFPR fee to avoid delays. Confused...
 
Honestly, there isn't really a delay. Prats on here got his PPR in less than 85 days and he didn't pay upfront. I also payed upfront for the same reason as you thinking there would be a delay. In the end, its upto you. No harm either way.
