Canadian Universities heavily rely on your academic scores. I believe 71% could be less for universities such as
Dalhousie University
Carleton University
University of Alberta
But I think the list you mentioned is good enough for your application.
I would have advised Concordia as well but recently they changed the rule for PR in Quebec and one needs to know French in order to apply for PR.

71% is definitely low for Carleton University, Dalhousie University and University of Alberta. But you have a decent chance at those other universities in your list.

That is really late. You should have applied in February or March. Applying in July is very late and a lot of the time, spots in the class has already all been filled up. Unlikely chance now if you ask me.
