What are CAIPS notes ?

Starting a new thread to understand this feature of the application process.
I am told CAIPS notes can be purchased and one can understand the authorities assessment of ones application.
Is this what it entails? If not what iS CAIPS?
Will buying a CAIPS notes jeopardize the selection in any way?
