Wes wrong evaluation

I have done three years diploma and 4 years bachelors degree in civil engineering but wes only give ECA to my bachelor they recognize my diploma as secondary school diploma. So that i could not get two or more certificate. What do i do help

1)Diploma in Engineering = canadian equivalent is secondary school diploma
2)Bachelors in engineering = Canadian equivalent is Bachelors in engineering
Canadian Equivalence summary is Bachelors in Engineering
My question is why do i am not getting value of my diploma certificate as a degree. Its 3years course with core civil engineering syllabus.
