I graduated from high school in my country and then went to university, but I only completed 2.5 years of study there.
Can I apply for immigration programs that require a minimum level of high school education with remark "The credential is not comparable to a completed Canadian education credential" ?

Well you would need ECA for high school education. This is just two year of undergraduate studies, so no points. So not sure what PNP would accept no ECA.

The problem is, the school I attended has been closed for a long time and I can't find anyone who could send an envelope with my high school grades to WES.....

I write to them, they respond for a very long time and unfortunately the robot responds... you I add a completed degree.
On the WES website in the help section, I found such information... it's strange why then my report say
The credential is not comparable....
Do I need to send my secondary school documents if I also attended a university?
