WES or ICAS for M.Sc.

I have done bsc and msc from India.
Total 5 years course: 3 bachelor's n 2 master's.
Which body should i select for ECA? WES or ICAS as IQAS is currently on hold.
Should i send my docs to wes and icas simultaneously?
