WES Form and Payment

I am filling WES for ECA. I have few queries as follows:

1) In the postal mail section, WES asking two options:

Whether to send through Normal Post of which CAD 7 is charged and Second post is with International tracking.

As per my understanding, WES sends ECA report to our home address. Am I right?

I am from India. Which one to choose ?

2) What's the best way to make WES payment from India ? I am not sure whether my debit or credit card can make International payments.

Apart from the WES fee, what are the other charges that will be levied from bank ?

I heard banks do charge commission plus transaction tax. I am not clear in this. Please guide .

3) In Academic request form, do I need to mention the college in addition to the affiliated university or just the university name enough ?
