Second, after getting ITA, do I need to give them the copy of my Bachelor's certificate along with Master's certificate? Should I include transcripts too?
After going through this process myself, I have realized one guiding principle to help me answer questions like this - "no one ever got rejected for providing extra documents". So if I were you, I would get the Bachelor's degree evaluated and attach it after the ITA. This way the VO has no doubt about your educational qualifications.
Actually I did. I applied for evaluation on December last year to WES. But for unknown reason my application status is "Waiting for verification from institution" for last 4 months!! I contacted them multiple times and they replied "we have sent your documents for verification to the institution/s that you attended and we are still waiting for their response". I contacted to my institute, but they said they didn't get any message. So, I am in a limbo.
I doubt that I will get my evaluation back before my ITA. In this situation, should I wait or go ahead to submit my EE application?
