My brother is applying for FSW this year as last year cap filled before his application. He was doing masters at that time but now he has completed it. His points are complete without adding Masters points and he evaluated his bachelors degree from WES last year.
There is no issue in evaluating masters but it will take 10-15 days time and we dont want him to be late this year.
Please advise if Masters evaluation is needed or not and should we go for that or not.

I think you answered the question yourself. You stated he has 67+ points to take him over the threshold and has an ECA for his first degree.
Another 15days and masters evaluated will only get him an additional 2points.
If you guys are very confident in your self assessment and that a loss of 2points either way would not affect him, then there is really no need to delay.
Usually it is the work experience points that is subjective and sometimes dicey to predict, you may score yourself "X" points and the visa officer decide to go either higher or lower
Ultimately you have to weigh it, if he is exactly at 67 points, then the cushion of an extra 2points guaranteed may help you rest easy. In addition, the cap for each NOC this time is 1,000 so even for the hottest NOCs you will think there will be at least 4months window to get in.
