(NOTE : My WES profile currently has my masters credentials for which my university are sending the required documents to WES)
1) I have written to WES asking them to advice - how to add my bachelors credentials in my current profile & do i need to pay more
2) Also for bachelors - can one submit provisional degree ?
You may not need that. You only need to validate the highest degree you have, so if your masters is validated, you're done.
You need to validate degrees you're getting points for, that's it. You may have multiple masters, but you're only going to get points for one - so you only need to validate one.
The same logic applies for PhDs - you don't need to validate your masters or your bachelors, just the PhD

I am absolutely sure, the wording on WES website is that you need to evaluate your bachelors if you are getting your masters evaluated.
EDIT: If WES has evaluated your masters, which goes against what I read on the website, I don't see why you need your bachelors evaluated? 21Goose is correct, you will only get points for masters, and don't need bachelors evaluated.
