In the ECA report, regardless of what they say next to the degree, you need to see whats in the summary. In the summary, they will say - Equivalent to a Canadian Bachelors or they will say something like - THis is not equivalent to a canadian bachelors. If it says it is not equal to a Canadian bachelors/masters, then you cannot claim points. General rule of thumb, anything that's "unrecognized" does not give points. However, see the summary. It will be clearly mentioned.
IIPM no chance. There is no way they will give a Canadian masters equivalent for IIPM. You wont get any points for it. It is not even recognized in India, let alone Canada!
WES ECA is very tough on Indian Masters. Even if you have a masters from a RECOGNIZED university in India, WES usually gives only points worth two or more degrees and rarely does one get masters equivalency unless its from IIM and other top ranked institutes.
