Hi everyone, i am in the first step of starting my application with WES, i have a phd degree and now in canada. My question is regarding the form that i need to fill and sign that i will be sending to the dean of the university in my home country (which he should fill too, sign and then seal in an envelope)--because phd don't have transcripts.

my question is regarding the first part (should i fill the form and sign it electronically and send it to my university electronically or it should be handwritten ) ??
