Hello everyone. What should I answer if only me and my spouse went to city hall to sign our marriage certificate? (We are planning to have a wedding reception with relatives later)
And before that, I proposed to her in a restaurant but there were only my spouse, me and my parents, does it count as an engagement ceremony(event)?

I think the point is that it wasn't the type of formal event which is expected of some cultures / types of marriages (eg arranged marriages). If that does not apply to you, it won't matter much to your application (it's not required).
Personally I'd say if you wish you can put down that there was an event with your parents in attendance - but it won't affect your application much (assuming again, not core cultural tradition, but crucially, depending on other aspects of your relationship proof).
Your city hall wedding - were witnesses friends or relatives of yours? I'd suggest including info about the civil wedding even if it was not intended to be your large ceremony.

We had the roka ceremony in India and there were 35 members from both sides (groom and bride). But I (the groom) was not there on that occasion, and the bride was there. Because that time I was in Canada. Should I add this ceremony?
