Herzing is a private college and a bad school with a poor reputation. The Quebec government suspended Herzing for a period last year as a school that qualifies for study permits. That alone should tell you something.
It honesty doesn't make sense for you to be traveling all the way to Canada and spending so much money to attend such a bad school. I suspect this one of the reasons for the refusal, if not the main reason.
You can certainly submit a webform to request reconsideration.
However I would recommend you instead get accepted into a program at a public college (stay away from all private colleges) and apply for a study permit again.

Webform only works if VO made a wrong call in judgement in refusing your application. From what you have said, your profile is completely weak - from the college to the program, to your past academic qualification and work experience. Why are you going to Canada to study for a college diploma for something that you've already been doing for the past 12 years???? What could you possibly learn from a college that you don't already know?
To be frank, sending a webform is a waste of your time. If you applied to one of those QC colleges, it means you've been waiting a long time for a response. Save yourself from losing even more time, apply to a public university or reputable college and and pursue a course that is related to your previous qualification and then submit a new SP application. There are IT Masters degree that are related to graphic designs, multimedia etc.
