I've a Bachelors and a 2.5 years work ex in India (CLB 9 as well). Since I am not not able to clear the cut off for both Immigration options (PNP's and Express entry), I am planning to do a one year full time masters program (already shortlisted univ offering one) and then apply for PR which would boost my CRS score but I am not sure if 1 year master programs are considered as master's degree under ECA, is this approach worth it. Awaiting valuable suggestions.

Not exactly clear from OP if the masters will be taken in India or Canada. The interpretation I got is for the local masters degree to be used as a CRS score boost, which will certainly depend on the ECA recognition.
You could also wait for PNPs to re-open with new criteria in the first half of 2019.
