I started my masters at University of Ottawa for fall 2019, it was 1 month nd I had family emergency ( at home) due to which I have withdrawan my admission from there , after year I wish to go back and start studies , wanted to know what will happen to the visa which I have already have , please help

Your permit should have been cancelled. You’d have to apply again from scratch.

Yes you’ll need to get admitted into a school again and then apply for a permit. You would have to prove that you are able to commit to your studies this time. Hard for me to say whether it will be harder than last time. Likely at least a bit harder to get into a school and get approval. Nothing is ever guaranteed when it comes to permits and visas.
