Want to apply for Canada Work permit from US, extension of H1 in process.

Hello Experts,

I appreciate yall reading my post. I currently have 2 LMO's on hand. I want to apply for Work Permit from Detroit. Currently my H1 is under extension process, i do have a i-797 for the same. In this case can i apply for work permit for Canada? Will the consulate issue a visa ? Or do I need to wait for decision or go back to my country of origin and come back with Canadian work permit ?

Please guide.
