Do you have an entry visa to Canada ? if so you don't need a waiver if you overstayed in the UK or any-other country and you won't be denied admission because of that . however your bid for visa to Canada could be denied .

A person who needs to come to Canada but is inadmissible can apply for a Temporary Resident Permit.
However, your partner has no chance at being approved for any form of temporary residence to Canada. His 7 year overstay in the UK shows he doesn't respect the immigration laws of other countries; that, along with the fact that he has a Canadian partner, means that is a very high risk to overstay in Canada.
You need to apply for sponsorship. That is pretty much the only way your partner will be able to come to Canada.

Your common law partner has a multi-year (7 year?) overstay in the UK. There is zero chance a TRV is going to be approved with this history. Canada won't grant him a visa given his history in the UK since they'll be concerned he'll abuse his visa privileges here as well. You should assume he won't be able to enter Canada until you've sponsored him for PR and his PR visa has been approved.

If you're concerned about that Sri Lankan person who received that Procedural Fairness letter, you have to understand that is a very unusual circumstance. IRCC rarely would use this rule to prevent family from reuniting.
It's possible either that person had more to their story, or the officer was being overzealous. Applicants definitely are granted PR with overstays all the time.
