She can apply for Visitor visa and come to Canada.
This doesn't affect PR application.
She has to notify IRCC about change in address.
Generally IRCC issue Visitor visa for 10 years or passport expiry whichever is earlier.
Does your wife got Visitor visa for 1 year duration only?

What do you think, is it better first to get PR then to come or first to come as a visitor?

There won't be any issues in regards to PR application if she is staying in Canada as a visitor or not.

Do you think it will not be difficult to get the visitor visa? I wonder if anyone here had similar case.
