Waiting on Reference Letter - Advice Needed

Hi all,

I am about to submit my documents to Buffalo for the second round and know that it will be some weeks before I receive a letter from a former employer. I'm wondering if it would be ok if I didn't include that now and put a note in stating that it was taking too long and if they want me to send it along at a later stage I can do this?

I am applying for FSW under self-employed IT consultant and have two reference letters from clients already included not none from the two former jobs I was doing. Any advice would be appreciated.
