Waiting for Ontario PNP to reopen, can I apply for PNP from other provinces?

Hi everyone, as mentioned in the subject, I am debating if I should apply for PNP from other provinces? Would it be okay if I already expressed interest in staying in Ontario? PR is the ultimately goal I am sure you know.

Note: My PGWP is expiring is Oct and Ontario won't open until Nov/Dec. My plan is to apply for a study permit or last resort to apply for visitor permit :'(

You can apply to any/all/every provinces you'd like.
However, if you get nominated, you should alert other provinces & drop your application.

They do not share applications.

OK thanks. When I apply through other provinces, does that mean I have to live/work there forever?
