There are officially no spots left for the UK for the 2019 IEC. I submitted my completed application with my police check on the 25th of January, but so far no sign of my POE letter. Can people still receive their work permits now there are no spaces left in the programme?
Despite the site showing no spots available and more invites issued than the quota you will likely find that as time goes on that people will either miss the deadlines for submission , change their mind or simply get rejected. In past years they have later in the year adjusted the quota slightly , although no way to predict that will happen.
If you were invited and submitted your application within the deadline then good chance in my view you should get a POE letter. Keep in mind the processing time is upto 8 weeks so expecting something having only submitted Jan 25 ! Just have to be patient and keep checking your email/spam/CIC -IRCC account.
Just to clarify that you actually get your work permit when you present yourself to CBSA at the border with your POE, 2 years insurance and proof of access to 2500 CDN.
