So please can one obtain W1 work permit visa without a job offer?

I don't believe so. Some people on open TWP's such as the IEC permit might get one in lieu of a TRV should they need it (which the majority of IEC nationalities don't) but that will apply to very few people.

You can immigrate without a job offer but you can not usually secure a work visa and TWP without one.

I am applying W1 work permit visa with LMIA from india.
My status is now background check is completed .
file started on 16 july.
Now any idea when we get request form bio metric.
