Is a "voluntary withdrawal" the same as being denied entry to Canada?

I was able to voluntarily withdraw my application to enter Canada because I needed a work permit at the time.

If I am asked if I was ever denied entry can I say no because I withdrew my application to enter Canada?

Denied entry = you are at the POE and were not allowed to enter Canada.
