Can we fill webform for visitor visa to let officer know that I applied for my uncle to visit me on my convocation but Thats was on June 25th So i now want him to come on my birthday because I want his presence as I couldn't show him my convocation ceremony

There is no need to submit a webform. IRCC will still consider and process the TRV application even if the planned dates to visit have passed.
