My sister has a US TOURIST VISA and CANADA VISITOR'S VISA. I understand that you cannot apply for a Working VISA if you're inside Canada.
So my question is this, is it possible to apply for a Work VISA while you're in the US on a Tourist VISA?
I mean, if she can't apply for a Work VISA inside Canada, maybe she can do it while she's visiting in the States. Is this possible or she has to be in her home country?
Please let me know what you guys think about this. If this has been answered before then please point me in the right direction. Thank you!
Sorry .She is going to New York first before coming to canada. So Is it possible for her to apply/submit her application for a working visa in new york Or is she suppose to apply in her home country(Philippines)?

She cannot apply from the US as she has a tourist visa for the US as well, not a resident (F1, J1, H1B) visa. You can only apply for new visas from your country of residence. She will not be able to apply from within Canada either as Canada doesn't let you convert your TRV to a work permit UNLESS you are the spouse of a Canadian citizen and have cleared the first stage of your PR application. She will have to apply from her country of residence which, in this case, would be her passport country.
