I wanted to find out if it is possible to arrive in Canada on a visitor visa and change it later to a student visa

Your student visa application must be submitted to your home country's visa office. Note that in order to be approved for a student visa, you must prove you have strong ties to your home country and no plans on remaining in Canada long term. This will be more difficult to prove if you are already in Canada.
