My question is I have a Canadian Citizen child who stayed in the Phillipines and his Dad is here in Canada, when I go home is it possible to apply for a Visitor Visa to accompany my son if he would like to visit his Dad here in Canada?

If so, then I would say the chances of a TRV are nil between the overstay and the H&C application. You'll want to remain outside of Canada for a number of years before you try to apply to re-enter.

It’s certainly possible to apply. However the chances of refusal will be extremely high. Recommend you remain outside of Canada for 3-5 years and establish strong ties before applying for the TRV.
Yes - there's still an extremely high risk of refusal. The fact you are accompanying a Canadian citizen child is largely irrelevant. IRCC will assess the application based on your profile. The fact you overstayed in Canada for such a long time and applied for H&C will demonstrate that you have an interest in remaining in Canada long term and will make IRCC concerned that you are not a genuine visitor.
