Visitor visa with job offer

Can you have a lmia exempt job offer along with visitor visa application fir first time coming to Canada? Im thinking of a religious one. Or does it have to be with a PR application.
And than you get the permit once in canada?
Or coming to evangelize be legitimate reason for visit?

You have to apply for a closed work permit if you have an approved LMIA exemption along with your job offer.

So if you are in application process for work permit will they approve a first time visitor visa with that??

Don’t know. Two different processes. For a TRV, you have to show ties to return to home country, funds, travel history and reasons to travel. Work permit you show education, work experience, language tests, funds etc.

You aren’t guaranteed entry as a visitor even with a TRV. If you want to guarantee that you’ll be able to enter Canada and remain apply and get a WP before you come to Canada. A WP is not guaranteed for everyone for work related to religion so would be best to apply for a work permit from your home country.
