Visitor visa validity

Can any one let me know if the visitor visa valid for 6 months is from the date of arrival in Canada or is it the expiry date mentioned in the passport?

I plan to invite my mother-in-law and need to decide when to apply for her visa. She is expected to come in the 3rd week of July. I understand New Delhi visa office normally issues visitor visa within 3 weeks.
